VB won't boot without keyboard

Any idea why my VB (converted PC) won't boot without a keyboard pluged in?

Bios settings ? Halt on error - usually you can set it to ignore whether keyboard is present or not.

Combed thru BIOS but there are no sattings that will help. Ended up making a dummy plug for keyboard and that works great.
