Check to see how often your IP actually changes. My verizon fios IP hasn't changed since they put it in.
Make sure you forward both TCP and UDP for that 3483.
If you forward TCP port 22 you can also ssh to the box and hack from across town.

I think for the fedora case, you simply change the file
/etc/sysconfig/network-scripts/ifcfg-eth0 to contain:
